Allow users to add existing .pst copies to the view

Open Registry Editor.

Locate and select the following registry subkey. You have to create the key if it does not exist.

HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\16.0\Outlook

In the Value data box, type "0", and then select OK
