Fix PL/SQL Turkish character problem

PL/SQL does not come with Turkish language support in its default installation and this creates problems in operations such as query-update.

The specified settings must be set for PL/SQL Turkish language support.

Enter the variable name and value in the New User Variable prompt and click OK.
